Invitation Letter for Businesses to Join the Program on Supporting the Building & Implementation of an Energy Management System under TCVN ISO 50001

Program Introduction

As part of the Ministry of Industry and Trade's National Program on Efficient and Economical Energy Use for the 2019–2030 period (funded by recurrent state expenditure and non-refundable grant aid from the European Union to Vietnam), the Department of Innovation, Green Transition and Industrial Promotion, in coordination with the SE Consulting Consortium (SITAS Group Joint Stock Company and ENERVI Vietnam Environmental Energy Joint Stock Company), is implementing a free technical assistance package to help key energy-consuming facilities in the textile, paper, plastics, and mechanics sectors build and apply an Energy Management System in accordance with TCVN ISO 50001:2019/ISO 50001:2018, in order to improve energy efficiency and reduce production costs.

Eligibility and Participation Criteria

The program will select 05 businesses that meet the following criteria:
  • Operating in the textile, paper, plastics, or mechanics sector.
  • Classified as a key energy-consuming facility under current regulations, or has significant energy consumption in its production activities.
  • Has not yet built or been certified for an Energy Management System under ISO 50001.
  • Leadership commits to assigning a focal person, and allocating the time and data needed to coordinate throughout the implementation period (approximately 7 months).

Benefits of Participation

  • 100% free consulting and training costs (fully funded by the State budget and EU grant aid).
  • A team of experts will survey and assess the current state of energy use and identify feasible energy-saving opportunities.
  • General ISO 50001 awareness training, plus internal auditor training for company staff.
  • Guidance on developing and issuing the energy management documentation system (policy, objectives, procedures, forms, etc.).
  • Ongoing support throughout implementation and internal audits, plus assistance completing the ISO 50001 certification application.
  • Contributes to reduced energy costs, greater competitiveness, and a stronger sustainable-development image for the business.

Support Roadmap (approximately 7 months)

  • Phase 1: Survey the current state of energy use and develop a detailed implementation plan for each business.
  • Phase 2: General ISO 50001 awareness training; guidance on developing and issuing the energy management documentation system.
  • Phase 3: Guidance on implementing the documentation and carrying out improvement actions; internal auditor training.
  • Phase 4: Guidance on internal audits, assistance completing the ISO 50001 certification assessment application, and program wrap-up.

Registration Documents

  • General company information (business registration certificate, capability profile, production scale).
  • Energy consumption data (electricity, fuel) for the most recent 1–3 years (if available).
  • A document/letter from the company's leadership expressing interest in, and commitment to, joining the program.
Registration deadline: before [__/7/2026] (the program will select only 05 businesses, with priority given to early and complete applications).
