On 30 September 2026, the Ministry of Agriculture and Environment issued Official Letter No. 1232/BNNMT-BĐKH announcing the calculated Grid Emission Factor of Vietnam’s power system for 2024. According to the letter, the Ministry of Industry and Trade led the study and development of this factor in coordination with relevant agencies. The calculated result is 0.6187 tCO₂/MWh.
Legal Basis and Scope of Application
The announcement was made pursuant to Article 11 of Decree No. 06/2022/ND-CP dated 7 January 2022 of the Government on mitigation of greenhouse gas emissions and protection of the ozone layer. According to the letter, the factor is provided for agencies, organizations, and entities to refer to and apply uniformly in:
- Greenhouse gas emission reduction activities;
- Programs and projects under carbon credit exchange and offsetting mechanisms;
- Developing business-as-usual emission scenarios for updating the Nationally Determined Contribution (NDC);
- Developing greenhouse gas emission reduction plans for relevant sectors and localities.
Implications for Businesses
Electricity purchased from the grid is an indirect emission source (Scope 2) that accounts for a significant share of the greenhouse gas inventories of many manufacturing facilities. The grid emission factor is used to convert electricity consumption (MWh) into emissions (tCO₂).
Illustrative example: a facility consuming 1,000 MWh of grid electricity would have emissions from electricity of approximately 1,000 × 0.6187 = 618.7 tCO₂. This is an illustrative calculation and does not represent the data of any specific business.
Businesses should take the following actions:
Review the emission factor currently used in their greenhouse gas inventory spreadsheets and determine which reporting periods need to be updated.
Use a single, consistent source for the factor, clearly stating the year of application, across inventory reports, emission reduction plans, and calculations of the effectiveness of energy-saving projects.
Recalculate the emission reductions from electricity-saving projects using the new factor. For organizations operating an energy management system under ISO 50001, this provides a basis for expressing energy savings in terms of emission reductions.
