Voluntary Agreement: 'New Weapon' to Help Businesses Save Energy

The government has set energy efficiency targets for a number of key energy-consuming industries, but perhaps the real motivation for businesses to pursue energy efficiency efforts lies in the business opportunities. A voluntary energy efficiency agreement can help businesses achieve this benefit.

Easy and difficult
When talking to Jorgen Hvid—an expert with nearly 30 years of experience in energy efficiency in Denmark, who has been in Vietnam since 2017 to cooperate with the Ministry of Industry and Trade to implement energy programs, he used a rather vivid image to describe the process of approaching energy efficiency in Vietnam as “low-hanging fruit”.
This metaphor evokes the fact that Vietnamese companies have only done easy solutions such as replacing lighting equipment, air conditioning, installing inverters to optimize machine capacity - like picking the berries on the low branches - but have not dared to reach for the berries on the higher branches such as upgrading production lines or innovating technology.
 
“When the low-hanging fruit has been picked, there is no more room for savings, businesses will be forced to find more difficult solutions. That is exactly what is happening, and companies are facing a deadlock at this stage of moving up the branch - not only due to lack of capital but more importantly, lack of expertise and knowledge needed to develop and implement more complex projects on energy saving and efficiency - projects that require systemic thinking and higher technical level”, Mr. Jorgen assessed.
Order of priority
Industry currently accounts for more than 50% of Vietnam's total energy consumption. Although reports suggest that industries such as cement, steel, bricks, ceramics, construction, cold chain and consumer goods can save 20-30% of energy, many key businesses have yet to invest sufficiently in energy-saving and efficient technologies, especially in sectors where energy costs are low relative to product cost.
 
“Heat is a good example. A lot of heat is wasted when some of it can be recovered. Companies using boilers and gas furnaces at 300°C or higher can consider recovering heat from one process to supplement another. We have seen that so far there has been little attention paid to this issue in Vietnam and many of the projects we have received involve this approach in various ways,” said Jorgen.

Over the years, the number of energy audits conducted in various industries in Vietnam has been on the rise. The audits provide businesses with detailed reports on energy consumption patterns, energy-intensive areas, and recommendations for effective energy-saving measures.
 
These reports also classify energy-saving measures according to investment levels: from no or very low cost to high or very high investment. In addition, they also provide a certain level of financial analysis with some solutions to help businesses make quick investment decisions, such as payback period, investment value, return on investment, etc.
However, the number of energy audits conducted may not be commensurate with the number of energy-saving measures actually applied by businesses. Therefore, it has not brought about the expected results for businesses, because most of these audits only focus on simple, easy-to-implement solutions rather than solutions with high impact and long-term sustainable results.
For many Vietnamese businesses today, applying energy efficiency solutions is not a top priority. Business operators have many other higher concerns such as expanding their business, creating the next product, investing in new areas, etc. Therefore, optimizing energy use is often at the bottom of the priority list. Moreover, many industrial enterprises do not have a technical team with sufficient professional capacity to implement large energy saving projects.
But the story can be turned from another perspective, Mr. Jorgen commented. “We really need to look at energy efficiency projects as an investment in optimizing our technology chain. Energy efficiency is like the ‘cherry’ on the cake—or more simply, it’s part of the cake—when you invest, you want better products, better designs, less waste, and of course, more efficient energy use.” Clearly, integrating energy efficiency into the overall development is what businesses really care about. They don’t want to see it as an isolated factor. When faced with any change—whether it’s an operational adjustment or a technological innovation—businesses always consider: Does this fit with the overall priorities of the company? How will we make that change? Will it improve product quality or shorten production time?
If the benefit is reducing energy costs but stopping the production line for a week, then that benefit is no longer attractive. However, if the technology helps them enter a new market by demonstrating that the product is made with low carbon emissions, then the value of that is much greater than simply improving efficiency. Therefore, energy efficiency needs to bring practical economic benefits to be able to move up the priority list of businesses.
Motivation for change
Kim Lan pottery village (Gia Lam, Hanoi) is a testament to the transformation of small businesses. Eight years ago, more than 400 households were still using outdated coal kilns, causing poor product quality and low capacity. Although they knew about LPG gas kilns, they were still hesitant to invest. The turning point came when the LCEE project, supported by the Ministry of Industry and Trade and the Danish Government, committed to providing credit guarantees and expert guidance. In return, households had to strictly comply with the technical requirements set by the project.
As a result, after switching to the new technology, the energy consumption of the pottery kilns was reduced by 50%, CO2 emissions by 90%, and firing time was shortened from 10 days to two. When the project ended, the proportion of households using LNG kilns increased from more than 7% initially to 37% in 2015 and reached 95% today.
"We were surprised that many small businesses, even without bank accounts or loan history, still managed to find money to invest in similar gas furnaces. Their top priority is productivity, but perhaps part of the change is also for the benefit of the community, when people understand that old coal-fired factories located right in the village can directly affect the health of their children. Therefore, their motivation is not only based on business benefits but also on a cleaner environment for the entire village," said Mr. Jorgen.

But for large businesses, especially in the steel and cement industries, the story is completely different. They mainly focus on business, paying little attention to other factors. The biggest pressure and also the strongest motivation for these businesses comes from the market, especially the strict requirements of international customers. The textile industry is under this huge pressure, and the seafood industry is no exception. Exporting more means they have to "race" to reduce their carbon footprint, otherwise they will be blocked from entering demanding markets such as Europe and the US.
 
In addition, the government is tightening regulations on environmental protection, carbon emissions and many other related issues. Therefore, they find that it is better to act before facing sanctions.
 
"The most effective way to do that is to save energy. Sustainable energy is not just about installing solar panels or replacing fluorescent lights with LED lights, but more importantly, optimizing energy efficiency, thereby reducing emissions into the environment," Mr. Jorgen commented.
Technical approach
Returning to the "high-hanging fruit" issue that Mr. Jorgen mentioned at the beginning, that is exactly what large enterprises are aiming for. Currently, more than 3,000 key energy-using industrial facilities in Vietnam are struggling to meet the target of improving energy efficiency by 2% per year, and improving by 8-10% in the period 2025-2030.
 
In his early years in Vietnam, Jorgen realized that people often said that it was difficult to get funding for energy efficiency projects, so his team started by building financial mechanisms for this type of project. The LCEE project in Kim Lan is an example. However, the more he worked with manufacturing companies looking to pick the “high-hanging fruit”, the more he realized that the real problem was not accessing funding but the lack of expertise and knowledge on how to develop good energy efficiency projects.
 
"Businesses cannot implement new technologies due to lack of expert support. Banks also do not provide funding because they think the projects are not good enough or have not been fully analyzed and evaluated. Therefore, over many years, we have not only built financial mechanisms but also developed technical guidelines that projects need to follow. This has turned out to be very effective, because the barrier is not that businesses do not want to do it, but that they do not know where to start," Mr. Jorgen shared.
"Finding feasible energy-saving solutions that are both economically beneficial and practical is a real challenge. To achieve large savings, you need a deep understanding of the technology, the industry and the business itself. This is not only a problem for Vietnam but also a common challenge worldwide," he added.
To solve this problem, Vietnam is learning from Denmark’s Voluntary Action Agreement (VAS) model. Essentially, this is a cooperation mechanism between the state and enterprises, in which enterprises commit to achieving a certain level of energy savings in exchange for free or preferential technical support from the state. This program has been implemented in Denmark for decades, helping the country significantly reduce energy consumption while still achieving sustainable economic and climate development goals.
Since 2023, the Ministry of Industry and Trade has designed a VAS program for enterprises in many industries. About 100 large and small enterprises have expressed their desire to participate, of which about 15% have been selected to receive specialized technical support to successfully implement energy efficiency improvement projects. The pilot program will run until the end of 2025, but some preliminary reports have shown “extremely positive” potential, Mr. Jorgen revealed.
 
Since energy savings start with energy audits, the VAS program has developed very specific energy audit guidelines, specifically for 10 energy-intensive industries: fertilizers, beer and soft drinks, bricks and ceramics, cement, paper, mechanics, electricity, seafood, steel, and textiles.

“Each industry has its own specific technologies and requires its own approach. So we guide our partners—energy audit companies—to a new, more holistic approach. We teach them new tools, such as energy mapping, which assesses energy use from the core system to the energy services, to give them a big picture and where they can improve to achieve the highest energy efficiency. We also encourage them to think outside the box, such as, do we really need to use five tons of coal per unit of production? And so on. These are very specific issues, so we guide them with a general approach—how to do it right,” says Jorgen.
He stressed that although Vietnam has a great demand for energy auditing, the number of high-quality human resources in this field is still very limited. Each year, technical universities train 2,000–3,000 graduates in electrical and industrial engineering. However, after a few years, many leave the field, and the number of experts qualified to take on senior roles is even rarer.
 
In addition, labor demand depends on each specific field and technology. Industries using common boilers and equipment need a large but widely trained workforce, while industries applying specific technologies need only a few experts but require very high skills, up to 10–20 years of experience.
 
“As the capacity of experts and the quality of energy audits increase, the quality of pre-feasibility and feasibility reports will improve, leading to the formation of complete bankable projects. Improving technical expertise requires significant investment and cannot be learned in 1-2 weeks,” Jorgen said. He believes that combining voluntary agreements with high-quality technical support is a powerful tool for transforming the energy efficiency sector in industry today.
New policies
In Vietnam, energy efficiency policies in industry are mainly based on regulations and compliance requirements. While useful, this approach is only effective to a certain extent due to the diversity of products and production processes. Even in some specific industries, such as plastics, it is difficult to apply a common standard across the industry. The main challenge lies not only in the awareness or motivation of enterprises, but mainly in their lack of tools and technical support to identify and implement appropriate energy saving solutions. So far, policies have not fully addressed these issues.
However, the Ministry of Industry and Trade is working to amend a number of articles of the Law on Economical and Efficient Use of Energy, with the contents paying attention to the introduction of technical and financial support mechanisms, including the proposal of a Financial Fund for Energy Efficiency and Voluntary Agreements. This Fund will gather the necessary resources not only to provide technical support - as the VAS program is currently doing - but also to provide investment capital when necessary.
The draft revised Law is still in the process of being finalized. However, the results of the consultation conferences on the revised Law and the extensive comments on official information channels show that in general, the main stakeholders are positively supporting this. The draft will be submitted to the National Assembly in its May session this year and if approved, it will be a major step forward, opening up a new trend in policies to promote energy efficiency in industry and the economy.
