2,441 greenhouse gas-emitting facilities are required to carry out greenhouse gas inventories

The list of greenhouse gas-emitting facilities required to carry out greenhouse gas inventories for 2026 has increased by 275 facilities compared to the list issued in 2024. Photo: Khanh Ly.

1. The energy sector's greenhouse gas inventory covers: energy production industries; energy consumption in industry, commerce, services, and households; coal mining; and oil and natural gas extraction.
2. The transportation sector only covers greenhouse gas emissions from energy consumption in transportation.
3. The construction sector's inventory covers: energy consumption in the construction industry; and industrial processes in building materials production.
4. The industrial processes sector's inventory covers: chemical production; metallurgy; electronics industry; use of substitute products for ozone-depleting substances; and production and use of other industrial products.
5. The agriculture, forestry and land use sector's inventory covers: livestock farming; forestry and land-use change; crop cultivation; energy consumption in agriculture, forestry and fisheries; and other emission sources in agriculture.
6. The waste sector's inventory covers: solid waste landfills; biological treatment of solid waste; incineration and open burning of waste; and wastewater treatment and discharge.

Of the 2,411 greenhouse gas-emitting facilities required to carry out the updated 2026 greenhouse gas inventory,
-    The Ministry of Industry and Trade's list includes 1,916 facilities.
-    The Ministry of Construction's list includes: 53 facilities in the transportation sector and 411 facilities in the construction sector.
-    The Ministry of Agriculture and Environment's list has 61 facilities.
Under the decision, the Deputy Prime Minister requires greenhouse gas-emitting facilities to be responsible for carrying out facility-level greenhouse gas inventories in accordance with guidance from the Ministries of Agriculture and Environment, Industry and Trade, and Construction; and to prepare and submit facility greenhouse gas inventory reports as stipulated in Government Decree No. 06/2022/NĐ-CP dated January 7, 2022 on mitigating greenhouse gas emissions and protecting the ozone layer, as amended and supplemented by Decree No. 119/2025/NĐ-CP dated June 9, 2025 and Decree No. 83/2026/NĐ-CP dated March 23, 2026.
-    Within their assigned functions, duties and authority, the Ministries of Agriculture and Environment, Industry and Trade, and Construction are responsible for guiding, urging, and inspecting the greenhouse gas-emitting facilities under their management to fulfill their inventory obligations and submit greenhouse gas inventory reports in accordance with the law.
-    The Ministry of Agriculture and Environment is responsible for taking the lead, in coordination with other ministries, sectors, and provincial/municipal People's Committees, in updating the list of sectors and greenhouse gas-emitting facilities required to carry out greenhouse gas inventories and submitting it to the Prime Minister for consideration and decision in accordance with the law.
-    Provincial and municipal People's Committees shall direct relevant specialized agencies to urge greenhouse gas-emitting facilities within their localities that are on the list issued with this decision to carry out greenhouse gas inventories as required; take the lead, in coordination with the Ministries of Agriculture and Environment, Industry and Trade, and Construction, in reviewing and updating information on greenhouse gas-emitting facilities within their management areas; and be responsible for the accuracy and completeness of the list of greenhouse gas-emitting facilities within their localities that are required to carry out greenhouse gas inventories.
